Stephen Thomas knows the importance of serving others and in doing a job efficiently and effectively. His career has been dedicated to public service and improving government operations.

He recognizes the importance of planning for the long-term needs of any organization and has spent his voluntary public service/political career putting the long-term interests of his city first. In Cedar Park, Stephen has pursued economic development initiatives; transportation upgrades, and improved public works infrastructure.

Stephen was appointed to Place 1 to fill a vacancy on the City Council and then elected in a special election in 2012. He previously served on the Cedar Park City Council from 2005 to 2009 and served as Mayor Pro-Tem in 2008.

He has served as Chairman of the Planning and Zoning Commission, served on the Board of Adjustments and served on the Cedar Park Charter Review Committee. Additionally, Stephen served on the Capital Area Council of Governments (CAPCOG) as a General Assembly member. He was appointed by the Lower Colorado River Authority Board to serve on the Travis/Austin Regional Council in 2008 and 2009, representing Travis, Hays and Williamson counties.

Stephen currently serves as the Director of Human Resources and is the Corporate Compliance Officer for a Healthcare Services Corporation with companies in Texas and Florida providing services throughout the nation. He has worked in the healthcare industry for a number of years.

Before moving to the private sector, Stephen achieved a highly regarded 25-year career in state government. He held numerous executive positions including CEO, CFO and CAO, in a variety of state agencies. He retired from state government in December 2009.

Stephen has put his extensive expertise to work for civic and community organizations as well. He has served on a number of boards and commissions to include the boards of the Lamar County Chamber of Commerce, Dallas TxDOT Credit Union, and the Special Transportation Advisory Board for the City of Arlington. Additionally, in 2004 and 2005 Governor Rick Perry appointed Stephen as the state’s delegate to the National Conference on Building Codes and Standards.

He currently is a member of the Cedar Park Chamber of Commerce and is a graduate of Leadership Cedar Park. He served on a Williamson County Grand Jury and served a number of years as a Republican Precinct Chair. Additionally, he is an Adjunct Management Professor at Austin Community College.

Stephen attended the University of Texas at Austin and University of Texas at Dallas, where he graduated with a Bachelor of Arts degree in Psychology and Sociology and later a Master of Science degree in Management and Administrative Sciences.

He served our country for a number of years initially as an armor officer and later as a U.S. Army Reserve Engineer Officer in various command and staff assignments. He is a member of the American Legion.

A native Texan, Stephen was born and raised in San Antonio. Having lived and worked throughout the state during his life Stephen and his family have called Cedar Park home for the past 13 years. He has been married for 30 years and has two daughters, both graduates of Cedar Park High School.
